I want to HEAVILY second that thought that character creation really should reflect the ramping cost of getting higher ranks in skills and attributes. It is way too clear cut that you should min/max at character creation and then fill in the holes post-character creation. I think shadowrun actually does a great job with character progression (especially when you are allowed to convert karma and nuyen during downtime) but character creation has a tendency to really stifle creativity since diversifying from the beginning is so heavily punished.
